Even though the question was asked 2 months ago, I have some time to spare, so I'll give a little guideline on beating the ruins. Hope this helps ^^
1. Max tech. Everything. And I mean everything. At the minimum, maxed Assault Craft (access to Skywolf) and maxed weapondry before considering attacking ruins. I will not tell you which ships to make/design, that's basically an article on advanced ship design, lol.
2. Do not send any decoy killers. Decoys are fine, but to my knowledge fleets that target Min Dura/Min Atk are not a lot, so you wouldn't need a lot. Moving decoys would help, since Min Range targeted fleets number quite a few. Do not send shooting decoys either, they will impale themselves on UCAS. Moving decoys are made with Planet Attack modules, and setting targeting to max attack. Make sure your decoys have supplies though, for it to move.
3. Have a good tank. This is usually a Dilira that is both Max Dura and Max Atk, in other words, extremely large fleets with high quality seaborn in the middle and/or sides, surrounded by tanks, all overstacked, preferably. Expect to lose this fleet, as about 75% of all damage will be thrown at this ship. Coordinate around to make sure that your tank is indeed Max Atk, as a 260 Acc Hellen with 9k of Glass Pandora Brilliances will probably die the moment it gets through the gate without shooting XD
4. Try to specialize fleets. Do not mix weapon types on the same ship design, and I would recommend avoiding mixing weapon types on the same fleet. You need different ship types in your armada, definitely, spread it out between Seaborn, Lasers/Cannons, and Missiles. Generally emphasis is put on Seaborn a lot, with Nemesis/Ares moving in as the melee. I don't see a whole lot of Siva or Hydrogen around, since they're just a touch on the weak side of damage verses supply cost. Still, good design Missiles deal a ton of damage.
5. Have good commanders. Yourself is not a good commander

Also figure out your commander's strength/weakness, and make ships for him/her accordingly. A dodge Rayo will usually be on a tank, instead of a 3k attack fleet, and vice versa if the Rayo is Acc.
6. Targeting can be set to Min Range, since there are no decoys in Ruins. Or Max Atk if you want. Max Dura will end up hitting one of the 25k fleets, which is usually a Bart and someone else...Dilira? Either way, if you can break stacks of 5k, go for it.
7. Fleet formation varies, but generally I see 3 stacks of 850, 1000, or 1100 put in a diagonal, with the remaining 6 slots filled with either fodder or miniature versions of the same design, ie, stacks of 50 or 100 ships. Make sure that, if you're using fodder, they have the same movement as your normal ships. Having 9k of attack ships will make you deal a lot of damage, but chances are you're the Max Atk fleet, and you're going to lose a lot. Leave that to the tank
