the basic way to retire common commander (serious mode on)

it's simple
1.a. knowing what u need
you must know what type of commander you need, do you need ACC or SPD or DGE or ELEC

2. don't trust base stats common commander
will you retire common commander with base stats 0 0 0 0 , if he can get 180++ acc or 180++ dge??

3. stats above everything
even with common commander, if your common commander got 180++ acc he can do high damage to the enemy

4. why i need to lvling my common commander??? it's just common commander
because 50 diference in stats can make big difference
for acc , 50acc can increase 25% hit / damage
for dge, 50dge can reduce 25% hit / damage
for elec, it can enchan module effect by 35%
what do you think if you can get common commander with 180++ in one of his stats?
especially for missile user, acc really important because missile got low hit rate
even use high acc common commander can make big difference in damage

WHAT U NEED TO DO BEFORE RETIRE COMMON COMMANDER
1. looks at the stats, to know the type / potential
calculation highest stat = (current stats - base stats) / (current lvl -1)
example = (70acc - 10 acc) / (lvl 11-1) = 6acc / lvl
thats mean he can get 180++ acc in lvl 30 worth enough

2. if the commander still lvl 1, train it!!!!
even training field stage 1 will give some exp, to lvling lvl 1 commander
that way you can know the stats type and potential
there is many way to train commander
- trainning field , use 2 fleets
- black beard instance, use 5 fleets ++

better train common commander before use it as low lvl for war

Can value for increase per level be non-round (like 5.5 or 3.4)?

yes, the value can be increased by 0.x value

the weird thing is
1. total increment is different each char, the best is 8 if i'm not wrong, the worst maybe 5  
example
char a: each lvl up get 1.0acc 6spd 0.7 dge 1.2 elec <---- total 7.9
char b: each lvl up get 1.2acc 3spd 1.1 dge 1.0 elec <---- total 6.2
2. reset stats become harder, pure stats type is harder too, maybe i'm too late to realize it...
3. odd and even lvl increment is different
example: lvl 28 get 5 acc, lvl 29 get 7 acc, lvl 30 get 5 again
